VP, Financial Intelligence Unit & Analytics

Details: Overview of position:   The role will direct and oversee the Suspicious Activity/Fraud Monitoring, Loss Prevention, Analysis, Investigations and Suspicious Activities Response (SAR) office functions. The role will have overall leadership for alert clearance, financial intelligence analysis, SAR reporting, and maintenance of law enforcement relations. This position will provide guidance and advice to the SVP of the Financial Intelligence Unit to criminal and suspicious activities related to anti-money laundering and terrorist financing activity. The position will review and manage new and innovative tools and techniques to provide greater certainty in the ability to detect and report suspicious activities. The position will ensure all information regarding potentially suspicious activities is effectively communicated to all relevant stakeholders including law enforcement, teams and other internal partners in a timely manner. The role will demonstrate comprehensive understanding of AML, BSA, Patriot Act and OFAC requirements and remain vigilant to changes, and provide oversight of the economic sanctions (OFAC) area. Provide management oversight for implementation and maintenance of AML and fraud monitoring, Analysis, Investigations and Suspicious Activities Response (SAR) office functions. Develop and manage the financial intelligence unit, ensure team has effective and innovative tools and techniques for detecting and reporting suspicious activities through compliance knowledge and expertise and implementation of appropriate tools. Oversee relationship between the investigative area, SAR Office, law enforcement and regulatory officials involved in law enforcement matters, ensuring that information which is developed regarding potential suspicious activities is effectively communicated in a timely and complete manner. Lead and develop an effective team through communication, performance management, development plans and reward/recognition practices. Cultivate an environment that supports diversity and reflects the Meta brand. Assist senior executives in identifying and containing compliance risk, compliance monitoring and fostering a compliance culture. Work with management in the development and enhancement of products to ensure compliance with applicable laws and regulations; coordinate development and maintenance of supporting policies, procedures, agreements and contracts. To discharge the accountabilities set out in the Legal and Compliance FIM by pro-actively assisting management in identifying and containing compliance risk, monitoring, reporting and certification, fostering a compliance culture and optimizing relations with regulators. Complete other responsibilities, as assigned. As required by the Bank Secrecy Act and FFIEC Guidance, the application used for the automated monitoring of suspicious activity must be periodically reviewed to ensure that system scenarios, rules, and parameters are optimized. Optimization of the application allows for the effective and efficient detection of activity indicative of money laundering, terrorist financing, and customer violations of BSA regulations. The VP is responsible for driving the constant system optimization process, including detailed analysis of alerts that have been dispositioned, as well as those that have been generated but not yet worked, peer groupings and segmentation analysis in addition to driving the systems strategies to accomplish Unit goals. The ultimate goal of the analytics process is for the system to generate alerts that result in actionable intelligence for law enforcement. Supervisory Responsibilities: This job has supervisory responsibilities.   Education and/or Experience:  Bachelor Degree required in Criminal Justice, Law, Management, Forensic Accounting or related fields.  Certification or Licensure: ACAMS Certification Master’s degree a plus Minimum of ten years proven and progressive financial services operations, compliance and/or legal management experience or equivalent Strong managerial, communications, analytical, organizational, project management and planning skills  Skills and Abilities:  Exceptional knowledge of BSA/AML regulations Proven subject matter expertise as regards statistics, including statistical sampling. Aptitude for translating regulatory guidance to scenarios and rules in the AML application. Exceptional communication skills, both written and verbal. Aptitude for developing strategies to deliver on stated objectives Thorough understanding of risk and control concepts. Demonstrated problem-solving skills. Proven interpersonal skills including ability to work with all types of personalities. Develop a solid understanding of MetaBank policies, procedures and information systems. Ability to work comfortably with colleagues at all levels within the Bank. Demonstrated project management and organizational skills. Proven ability to maintain confidentiality. Proven ability to handle a stressful, fast paced, and changing environment. Superior problem solving skills, having the ability to draw connections between various issues.
